SamagraX was launched against the backdrop of democratising technology development for governments, allowing them to enhance governance and improve public lives with innovative tech solutions. Over the years, we have collaborated with multiple state governments, leveraging technology to shape reusable, scalable, and fit-to-purpose solutions that strengthen their overall functioning and help improve life of citizens.
2016: Laying the Foundation
We began by creating prototypes for specific governance use cases, starting with an Minimum Viable Product (MVP) for a scheme eligibility app, Meri Yojana. This app could let citizens in Haryana update their details and track state schemes. In the early months, we fostered a strong MVP culture, developing several prototypes for state governments. We also partnered with Himachal Pradesh to launch Samarth, an education transformation program. During this phase, we realized the importance of understanding the factors that affect how these products are implemented within the governance ecosystem.
2017-18: Creating Initial Impact
During this time, we began implementing large-scale tech projects across states. As core members of the Digital Haryana Cell in the Chief Minister's office, we worked with Government of Haryana on Antyodaya Saral, a flagship program of the state to enhance scheme/service delivery at scale using technology. Later, we worked with the Odisha Agriculture Department to develop the Decision Support System, a platform enabling agri-officials to make data-driven policy decisions. This phase highlighted key challenges governments face in deploying and sustaining tech products. With these insights, we shifted focus to creating reusable, scalable, and user-friendly solutions that government officials can manage independently over time.
2019-22: Making a Mark
While scaling the Samarth program, we identified open-source tools and developed a Proof of Concept (PoC) for Himachal Pradesh’s first school monitoring product, Shiksha Saathi. After its deployment across HP, supporting 24,000+ school visits, we adapted it for Haryana as Saksham Samiksha. We also launched open-source solutions in education, agriculture, and skilling, reaching 55,000+ government officials. Recognizing the challenges of post-handover transitions, we shifted to interoperable, easily deployable solutions integrated with government systems. This led to e-Samwad, an SMS-based teacher-parent communication app. Our focus now is on strengthening government capacity and engaging key stakeholders throughout development.
2022 - Present: Exploring AI in Governance + Future Plans
After years of leveraging technology to improve governance across domains and states, we took a significant step forward in 2022 with the launch of our Gov.AI Mission, that aims to harness AI's potential in governance use cases. While transformative, implementing AI in the Indian context requires integrating complex technical and programmatic elements. Recognizing the need for a core platform to simplify this process, we built a state-of-the-art platform enables the easy development of AI-powered chatbots, assistants, and co-pilots for any domain across India. It powered Krishi SahAIyak, our farmer advisory assistances in UP & Odisha, and Kumbh SahAIyak, an AI bot that was launched by Hon'ble PM to address queries of citizens regarding Mahakumbh 2025. At present, our focus is to continue enabling governments in leveraging technology (incl. AI) appropriately through the right product design and effectively tech management.
